this actually happened as a fluke a while back and i decide to re-create it for my card.  take a palette of cheap water paints like the one your kids have and make sure the colors are soaked with water to get a good color saturation.  Next place a paper towel on top and let it absorb the colored water for an hour or so.  Then you transfer your wet paper towel on a piece of cardstock and let it air dry (overnight is best).  Remove the paper towel and voila! a multicolored textured paper.  I used the blue green part for the ocean backround, the purple i stamped Ollie the Octopus on it and cut him out and the reddish-orange section for some coral that i drew free hand and cut out.  Oh! and i also paper pieced Tommie the turtle's shell with a part of the light green, so lets just say there wasn't much left when i was done.  
i also drew big swirls with some diamond stickles.
